I have years of experience in frame by frame animation, both in effects and character motion. My usual process includes storyboarding, roughs, clean up, color and compositing. I usually work in Adobe Animate (best known as Flash), Photoshop or TV Paint.

Here is the process used for a CMT indent that I animated under the baton of State Design.
